The Brownwood City Council will meet Tuesday, August 24, at 9:00 am at City Hall, 501 Center Avenue. The posted agenda is below.

Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

9. Requests and Presentations
A. Consider and take action to hold a public hearing on the tax rate and budget for FY 2021/2022, a period beginning on October 1, 2021, and ending on September 30, 2022, on September 7, 2021, at 9:00 am Brownwood City Hall located at 501 Center Ave and authorize staff to place public notices as required.
B. Consider and take action to assess a proposed maintenance and operations tax rate of$0.6174 and an interest and sinking rate of$0.l 143 for a total tax rate of$0.7317 and that a roll call vote be taken per state statute.
C. Consider allocating funds from the American Rescue Plan for COVID community vaccination efforts.

10. Agreements and Contracts
A. Consider authorizing the City Manager to sign an agreement and any subsequent addendums, amendments, and acceptance of additional funds during the term of the existing grant contract and the addition funding for activities to ensure community engagement in targeted communities disproportionately impacted by COVID-19 on behalf of Brownwood Brown County Health Department with Texas Department of State Health Services.
11. Consent Agenda
A. Consider an ordinance on second and third/final reading amending the Industrial Pretreatment Program Ordinance and Procedures to incorporate the required provisions of the Texas Commission of Environmental Quality (TCEQ) Pretreatment Streamlining Rule.
B. Consider authorizing the Mayor to sign an agreement and any subsequent addendums, amendments, and acceptance of additional funds during the term of the contract with Health and Human Services Commission for fiscal year 2022 and 2023.
C. Consider ratification of the Brownwood Municipal Development District Board to approve a Building Improvement Incentive Program (BIIP) grant to Glenda Packer not to exceed $6,000 for a property located at 408 Center A venue.
D. Consider ratification of the Brownwood Municipal Development District Board to approve a reimbursement grant to Common Grounds Coffeehouse for parking lot development at 807 Main Street not to exceed $85,000 plus tax.

A. Consider Mayoral appointments and re-appointments to the Brownwood Housing Authority Board and the Brownwood Municipal Development District Board.
