At Monday’s meeting of the Brown County Commissioners Court, Mitch Moore was appointed Brown County Auditor, to replace Jennifer Robison, who resigned recently. Moore just retired from the Brownwood Independent School District, where he served many years as a teacher, coach, High School Principal, Athletic Director, and District Accountant. Moore begins immediately, and will serve through December 31 to complete Robison’s term. The Commissioners will consider Moore’s re-appointment at that time. District Judge Mike Smith issued the following press announcement:
District Judge Mike Smith has appointed Mitch Moore to serve as Brown County Auditor, effective August 1, 2026.
Mr. Moore recently retired from Brownwood Independent School District following a lengthy and distinguished career in public education. For the past several years, Mr. Moore has served as Assistant Superintendent for Budget and Finance overseeing the district’s budget and financial operations. Mr. Moore also has prior experience working as a senior accountant and auditor in the private sector.
Judge Smith is confident that Mr. Moore’s experience, professionalism, and commitment to public service will serve the citizens of Brown County well in the important role.
In other business, the Commissioners voted to discontinue Globe Life as voluntary employee deduction for life insurance. Forty-four County employees purchase the life insurance from Globe Life, but life insurance through payroll deduction is also available from Aflac, and County Treasurer David Becktold recommended keeping the Aflac plan and discontinuing the Globe Life plan. Employees who want to keep their life insurance from Globe Life can continue the policy, but will have to pay the premiums directly.
Commissioners approved a Health Reimbursement Arrangement (HRA) with David K. Young Co., represented locally by Painter Johnson Associates. In a previous meeting the HRA plan presented by Painter Johnson was going to be from Higginbotham, but that plan did not work out and Higginbotham canceled. In the adopted HRA from David K. Young Co., the County will pay $3.00 per month for each employee, and the employee can be reimbursed for medical bills, up to $1,200 per year.
Commissioners approved a health insurance plan for retired employees. In the plan, retired employees can keep their County health insurance plan at a cost of $200 per month, for the 2026/2027 fiscal year. The price will be reconsidered before the beginning of the 2027/2028 fiscal year.
Commissioners approved a transfer of 2018 pickup truck from the County Emergency Management Department to Precinct 3. The truck was seldom used by Emergency Management, and is needed in Precinct 3. In exchange, Precinct 3 will assist the Emergency Management Department when emergencies or disasters occur, by helping to transfer equipment such as generators and communication equipment, and helping with maintenance on such equipment.
Commissioners provisionally approved a plat for real estate west of Bangs, presented by Ann Jones, of Ann Jones Real Estate, and Gary Johnson. The plat covers the Osbourn Addition on C.R. 156, includes three lots for a total of 19 acres, and has been approved by the Brown County Septic Department. The plat approval is subject to approval from Don King, County Surveyor.
Also in Monday’s meeting:
*** Commissioners approved a letter of support for Local Cuts Meat Company in Zephyr, which has applied for a grant from the United States Department of Agriculture.
***Commissioners approved a letter of agreement for mutual assistance during disasters between Brown County and the Texas Department of Criminal Justice – T.R. Havins Unit.
*** Commissioners approved a donation to the Sheriff’s Office from the Brownwood Area Chamber of Commerce in the amount of $750.
*** Commissioners approved the installation of a private water line on C.R. 336, to be installed by the Zephyr Water Supply Corp.
*** Commissioners approved the Tarrant County Cultural Education Facilities Finance Corporation Hospital Revenue Bonds (Hendrick Medical Center) Series 2026.
*** Commissioners approved an extra payment of $3,190 for the Tyler Technologies ERP Pro Financials Change Order TYL-2026-0095310. Tyler Technologies is the company that is working on a new software system for Brown County, which will be installed in November.
*** Commissioners approved Blue Heron Solar LLC as a party to the Road Use Agreement between Red River Clean Energy LLC and Brown County. Blue Heron is working on a solar energy project outside of Brown County, but does use roads in Brown County which causes wear and tear on the roads. This agreement will provide funds for repairs to the roads.
*** Commissioners took no action on a burn ban, leaving the Burn Ban OFF for now.
