Man charged in death of boy arrested several times previously on alcohol related offenses

Samuel Juarez, 34, of Brownwood has been identified as the man charged with intoxication manslaughter in connection with the Saturday afternoon death of eight-year-old Brownwood boy Daylan Donnell Franklin. Emergency personnel responded to a call in regards to a child being struck by a vehicle. Law enforcement quickly discovered the vehicle, driven by Juarez, had fled the scene. Once apprehended several blocks away, Juarez was arrested on the Intoxication Manslaughter charge, a second degree felony, as well as failure to stop and render aid.
Brown County Sheriff’s office records show this is not the first time Juarez has been arrested in alcohol-related incidents. Juarez was arrested twice in 2002 for DWI, public intoxication in 2003 and two more DWI charges in 2006 and 2011. Juarez was also arrested for fleeing the scene of an accident in 2003 and driving with an invalid license in 2012.
As of now, a bond amount has not been set for these current charges.
The investigation is still ongoing, being led by the Brownwood Police Department Criminal Investigation, with assistance from the Texas Department of Public Safety.
