Sex offender does not comply with duties required

The Brown County Sheriff’s Department has discovered that a Brownwood man, who served 17 years in prison for a 1992 rape in Idaho has failed to comply with registration duties as a sex offender. Timothy Warnell, 59, failed to notify the sheriff’s office of changes as required. Notification of a change must occur no later than the seventh day of the change. Parole was notified of a vehicle, which Warnell has not reported as having. There is also a question as to whether Warnell has fully reported all occupations, which is another requirement.

In another incident, Deputy Toby Mathis was dispatched to Hwy 183 S regarding a possible intoxicated driver. A traffic stop was initiated at CR 619 and CR 331 after observing a defective high mount brake light. A strong odor of alcohol was emanating from the driver, identified as Rance Lee Barnes. Barnes failed the field sobriety tests and arrested for driving while intoxicated. While conducting an inventory of the vehicle, a small amount of marijuana was located.

Deputies also responded:

• Mathis was dispatched to CR 320 regarding a mailbox being knocked over.

• Deputy Marvin Simpson responded to an area near Lake Brownwood regarding an animal carcass. A report was made for cruelty to non-livestock animals.
