Brown County Commissioners were in session Monday, April 1, 2019 with all members present and County Judge, Dr. Paul Lilly, presiding at the meeting.
During County Reports, Precinct 2 Commissioner, Joel Kelton, and Precinct 1 Commissioner, Gary Worley, disagreed with a local newspaper report concerning a gathering of three county commissioners at a FEMA workshop recently, one Commissioners believe to be a legal gathering. They believe headlines insinuated an illegal meeting. Mr. Kelton read from the Texas Association of Counties handbook which covers such meetings. “The term “meeting” does not include the gathering of a quorum of the commissioners court at a social function unrelated to county business or the attendance of a quorum at a convention, workshop, ceremonial event, press conference, candidate forum, appearance or debate if no formal action is taken by the court and any discussions about county business is incidental to the event,” the handbook reads. In a commissioners meeting last week, it was mentioned the County Court Coordinator had just attended a school talking about what some counties do regarding posting meetings. “Ms. Briley had just come from a school and she did not, at any time, accuse the Court of having done any of those things. She actually just said to be on the safe side (referring to posting meetings)” said County Judge Lilly. The commissioners asked for a retraction from the newspaper.
