
The Brownwood ISD (BISD) Board of Trustees met for a regular session meeting on Monday, May 19, 2025 at 6:30 p.m. The session was called to order by Board President, Michael Cloy, who also gave the invocation. Woodland Heights Elementary students Zaiden Young, Olivia Young, Azelynn Valle, Sterlin Skelton, Cooper Vita, and Marlie Ramirez led the Pledge of Allegiance.
STUDENT PERFORMANCE
Woodland Heights Elementary Kindergarteners performed Los Politos and A Child’s Prayer under the direction of music teacher Amy Adams.

RECOGNITIONS
BISD SPOTLIGHT
The BISD Spotlight recognizes members of the BISD faculty and staff who go the extra mile to ensure excellence in education for all our students. Spotlight recipients are chosen from peer nominations. May 2025 honorees were East Elementary 3rd Grade teacher Leslie Warren and Brownwood Accelerated High School Parent Liaison Mary Zamarripa. BHS LADY LIONS TRACK
The Varsity Lady Lions, coached by Chelsy Lipsey, who was named TGCA Track and Field Coach of the Year, were crowned the UIL Conference 4A Track and Field State Champions, marking the first ever state title for the Lady Lions program and the first for any Brownwood High School team since 1986. Honorees are pictured below with BISD Athletic Director Mitch Moore, Coach Lipsey, Coach Hohertz, and BISD Trustee Codie Smith.

BHS LIONS TRACK
The Varsity Lions, coached by Ryan Jackson, finished the season as Regional Qualifiers with Judson Coalson earning a District Championship in the 110m Hurdles and 300m Hurdles, and Trae Jones earning an Area Championship in the 110m Hurdles. A team photo is included below.

BHS LADY LIONS GOLF
The Lady Lions Golf team, coached by Mallory Garcia, placed third at District with two who advanced to Regionals. Honorees are pictured below with BISD Athletic Director Mitch Moore, Coach Garcia, and BISD Trustee Justin Posey.

LONE STAR LEADERSHIP ACADEMY DELEGATE
Nominated by her teacher Amber Shipman, Charlotte was chosen as a 2025 Lone Star Leadership Academy delegate. Charlotte’s selection was based on her outstanding academic success, demonstrated leadership ability, and involvement in school and community activities.

BMS ROBOTICS
The BMS 8th Grade Robotics team, coached by BMS A/V and Robotics teacher Ben Cox, earned 2nd place out of 27 teams at their competition. Honorees are pictured below with BMS Principal Mykia Anderson, teacher Ben Cox, and BISD Trustee Justin Posey.

BHS ART
BHS Art students participated in the Visual Arts Scholastic Event, Regional UIL competition. Students brought home 11 gold medals advancing to the district level. Several Art students competed in the VFW Auxiliary’s Young American Creative Patriotic Art Contest with two students placing at Area and one qualifying for State. Honorees are pictured below with BHS Art teacher Kimberly Van Huss, BISD Trustee Tim Wilson, and BHS Principal Lindsay Smith.

BHS THEATRE
The BHS One Act Play cast, directed by Pam Kasinger, performed “A Monster Calls” and were BiDistrict Champions, Area Champions, and were an Alternate for State. A cast photo is provided below.

BHS HOSA
BHS HOSA (Future Health Professionals) students attended competitions, with 13 students competing in Area, a total of 8 students qualifying for State competition, and 5 receiving international recognition, qualifying for the International Leadership Conference to be held in June. BHS FFA
Brownwood FFA, led by Chelsea Wilson, had a very successful year of competition with many teams advancing to Area including the livestock judging team who advanced to State. A photo from the Area IV FFA convention is provided below.

BHS LADY LION TENNIS
Coached by Dalton Hutchins, Varsity Lady Lions Ashlyn Bundick and Lanie Johnson placed 2nd in girls doubles at District, qualifying for Regionals. BHS LION TENNIS

BHS LADY LION SOFTBALL
The Varsity Lady Lions, coached by Cherita Munguia, were the Bi-District Champions, and Area Champions. Ten Lady Lions received superlative awards, with 11 being awarded Academic AllDistrict. BHS LION BASEBALL
The 2025 Varsity Lions, coached by Blake Sandford, were the #2 playoff seed in Division 1 and finished the season as Bi-District finalists. Ten Lions received all-district honors with one earning an all-state accolade. BHS CHOIR
BHS Choir students, directed by Jennifer Reeves, earned UIL Concert and Sight-Reading Contest Sweepstakes (Treble Choir), UIL Concert and Sight-Reading Contest 1st Division Concert Award (A Capella Choir), Texas All-State Choir (Bennett Windham), and three State UIL Solo performers (Gale Balfour, Chloe Pringle, and Aqua Garcia). BHS BAND
The following Brownwood Lion Band members qualified for State Solo & Ensemble: Cooper Morgan (Marimba), Madeleline Musgrove (Snare Drum), Kyle Recolizado (Alto Sax), and the Brass Quintet made up of Allison Fulton (Trumpet), Karter Shaw (Trumpet), Catherine Taylor (French Horn), Rachel Smith (Trombone), and Fonseca Estupinan (Tuba). Honorees are pictured below with BHS Assistant Band Director Ethan Yeats, BHS Principal Lindsay Smith, and BISD Trustee Tim Wilson.

MILITARY
The following students were recognized for their enlistment or service in a branch of the United States military: Noah Holmes (Enlisted, United States Marine Corps), Austin Wright (Enlisted, United States Air Force), Wesley Isquierdeo (Enlisted, United States Air Force), Austin Goins (Serving, United States Marine Corps), Ryan Roan (Enlisted, United States Marine Corps), Ethan Miranda (Enlisted, United States Army). EXECUTIVE SESSION
The Board entered executive session at 6:57 p.m. to discuss personnel and security matters. The Board exited the executive session at 8:05 p.m. and returned to regular session.

ACTION ITEM
Following the Executive Session, BISD Trustee Codie Smith made a motion to approve the appointment of Connor Arrington as the new board member to fill Place 6 for the remainder of the position’s term. BISD Trustee Tim Wilson seconded the motion. The motion passed unanimously. Mr. Arrington is pictured being sworn in following the passage of the motion.
SUPERINTENDENT’S REPORT
Dr. Young provided brief updates on 2023 Bond projects:
Multipurpose Indoor Facility
• Multipurpose Activity Center facility work continues, aiming for completion by August 2025.
Gordon Wood Stadium
• Work continues for new plumbing in restrooms, steek support structures, and ADA compliant ramps are under construction.
• The new concessions building is nearing completion.
Baseball & Softball Fields
• The new facility is now being fully utilized for home and playoff games with good comments and feedback.
• Construction of a new concessions stand and restroom building on the baseball side will be the next phase of the project to be completed.
BMS Locker Rooms
• Construction is on schedule with renovations to be completed in August 2025. BHS Gym & Locker Rooms
• Renovations in the BHS Gym including the adjacent locker rooms are scheduled to be completed in August 2025.
Elementary Gym Floors
• Elementary gym floors will be replaced in the second week of June 2025.
DISCUSSION & ACTION ITEMS
DEPARTMENTAL REPORTS
Special Populations: A Special Populations Program Overview was provided by BISD Special Populations Director Rebecca Faulkner. The number of students currently within Special Populations categories include 644 under Special Education (SPED), 287 under Section 504, and 72 in the Dyslexia Program. Additional data included trends in Special Education, a breakdown of special populations students per campus, STAAR performance levels from 2023 and 2024, and ARD feedback from parents. STAAR results showed growth last year in all but one area of special education state assessment scores.
CONSIDER APPROVAL OF TEACHER SALARY RECOMMENDATIONS FOR 2024-2025
The Board reviewed the Teacher Salary Schedule for 2025-2026 continuing with the established teacher incentives. BISD will continue to fully fund employee-only TRS-ActiveCare 1-HD coverage. BISD Trustee Tim Wilson made a motion to approve the presented Teacher Salary Schedule for 2025-2026, along with the teacher incentives included. BISD Trustee Roderick Jones seconded the motion. The motion passed unanimously.
CONSIDER APPROVAL OF MAINTENANCE TAX NOTE
The board considered approval of a resolution authorizing the issuance of the district’s maintenance tax notes, Series 2025, in the approximate amount of $975,000; levying a continuing, direct annual ad valorem tax for maintenance purposes. BISD Trustee Justin Posey made a motion to approve the District’s resolution. Trustee Jones seconded the motion. The motion passed unanimously.

Trustee Jones moved that the Consent Agenda be approved as presented. Trustee Smith seconded the motion. The motion was unanimously approved.
