City Council votes to appoint James Fuller as Brownwood Chief of Police

Following an executive session during Tuesday morning’s meeting of the Brownwood City Council, interim police chief James Fuller was unanimously appointed by Council as the new Chief of Police for the City of Brownwood.

Fuller, a longtime leader in the department and four-time Interim Chief, brings more than two decades of law enforcement experience, leadership, and a deep commitment to the Brownwood community. 

Having guided the department through multiple transitions, Fuller has consistently demonstrated steady leadership, professional integrity, and dedication to the safety of Brownwood residents. 

James Fuller has repeatedly stepped into leadership during transitional times and has proven himself to be a steady, approachable, and trusted leader,” said Mayor Stephen E. Haynes. “His experience, dedication, and passion for serving Brownwood make him a great choice to lead our police department.” 

Fuller began his law enforcement career with the Brownwood Police Department in December 2000. Before joining the department, he served honorably in the U.S. Army from 1990–1999 as a Military Police officer and Narcotics/Explosive Dog Handler. He holds a Masters Peace Officer Certification and has served in a wide variety of roles including patrol, criminal investigations, SWAT, and as a DARE officer in local schools. In recognition of his bravery, Fuller was awarded the Brownwood Police Department’s Medal of Valor in 2006. The Medal of Valor one of the highest awards awarded to public safety officers who have shown exceptional courage in the effort to save or protect human life. He has also been elected twice as President of the Brownwood Municipal Police Association. 

Since 2010, Fuller has provided oversight for the department’s Communications, Patrol, Criminal Investigations, SWAT, and administrative divisions, while helping implement the department’s first comprehensive General Orders and Rules & Regulations. At the state level, he is an active member of the Texas Police Chiefs Association and has served as an Accreditation Assessor since 2018 and Accreditation Team Leader since 2022, conducting more than 20 agency inspections across Texas. 

Fuller holds a Bachelor of Science in Criminal Justice Administration from the University of Phoenix and is a graduate of the Leadership Command College at Sam Houston State University’s Bill Blackwood Law Enforcement Management Institute of Texas.

The City extends its gratitude to the officers and staff of the Brownwood Police Department for their professionalism and dedication during this transition.  

Fuller’s appointment is effective immediately. A formal Chief’s Pinning Ceremony will be held at the Law Enforcement Center on October 2nd at 4 pm. The ceremony will include the formal pinning of the Chief’s badge, an oath of office, and formal police honors as Chief Fuller is officially sworn into his command. Members of the public, city leadership, and law enforcement partners are invited to attend this event in recognition of Chief Fuller’s service and leadership. 

Chief Fuller will also be formally introduced to the community and serve in his new role of Chief of Police during National Night Out on Tuesday, October 7, 2025.
